- Learning Reviews
Dundee Chief Officer Groups and Public Protection Committees are committed to continuous learning and improvement through a range of approaches.
An important part of this commitment is the undertaking of Learning Reviews.Purpose of Learning Reviews
The purpose of a Learning Review is to bring together agencies, individuals, and families to learn from what has happened in order to improve and develop systems and practice for the future, and better protect children, young people, and adults. This includes opportunities to identify and learn from good practice.
Learning Reviews are rooted in a commitment to strengthen our learning culture. They move beyond apportioning blame and instead focus on learning together about what helps and what hinders efforts to protect those at risk.
How Learning Reviews Work
- Reviews are commissioned when the criteria is met and where there are opportunities for learning.
- Findings are shared with Public Protection Committees, national forums, Chief Officers, and the workforce for discussion and action.
- Learning Reviews can influence service design and delivery.
Local and National Guidance
In April 2024, Dundee and Angus launched the Joint Dundee and Angus Learning Review Guidance, which replaces the previous Serious Case Review (SCR) and Initial Case Review (ICR) system.
This local guidance aligns with the following national frameworks:
- National Guidance for Child Protection Committees: Undertaking Learning Reviews (Scottish Government, 2024)
- Adult Support and Protection: Learning Review Guidance (Scottish Government, 2022)
Publication and Transparency
When publishing Learning Review reports, multi-agency partners must balance transparency with the rights of individuals involved, complying with data protection legislation.
- In some cases, full reports can be published; in others, an executive summary may be more appropriate.
- We aim to publish all Learning Reviews unless there are specific reasons we cannot.
